Duties
The United States Space Force (USSF) at the Pentagon is searching for an Executive Resources HR Specialist (NH-0201-04, GS 14-15 equivalent).
Description:
The ideal candidate for this position is a detail-oriented leader and self-starter with experience developing, advising, and evaluating executive level talent management that includes civilian senior executives to ensure planning and programming is aligned to meet the mission requirements. The incumbent will be responsible for providing well researched, subject matter expertise and for developing, advising, and executing succession planning, performance management, classification, recruitment and staffing for civilian senior leaders in the Service. The incumbent will regularly communicate with, and provide analysis based recommended courses of action to the senior leaders including USSF Deputy Chief of Space Operations for Human Capital, a Tier 3 SES, the Vice Chief of Space Operations, and the Chief of Space Operations.

An effective communicator skilled in briefing and providing timely and actionable information to General Officers and C-Suite level executives (SES). Extremely organized, detail-oriented, proactive, works well independently and with teams, skilled in senior leadership engagements and support, ability to reach solutions in ambiguous circumstances, quick learner, process improvement, interpersonal skills, TMT knowledge, outstanding communicator. Skilled in developing, interpreting, and implementing policy and law. Ability to provide timely, accurate, and impactful recommendations, strong collaborator. A sharp team player that can learn to anticipate the needs of the executive and team supported ensuring they are well-prepared to make decisions on military force management matters.
Highly Desired: Experience and understanding of human resources services for Senior Executive Service (SES), Senior Level (SL), Scientific/Professional (ST), Defense Intelligence Senior Executives Service (DISES), Defense Intelligence Senior Level (DISL), and Highly Qualified Experts (HQEs). Experience includes staffing and recruitment, classification, performance management, and talent management. Experience working at an Agency-level HQ, task management (TMT), experience writing legislative proposals, experience developing and writing civilian personnel policy using legal/policy authorities and experience developing, implementing, and managing service level talent management and performance boards.
Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as recruitment and placement, classification, training and development, employee/labor relations, benefits and entitlements, talent management, succession planning, acquisitions, non-appropriated fund (NAF), or other programs related to personnel management within the federal government.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

- PCS funding is available.

- Must be able to obtain and maintain a Secret security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
- This position is eligible for telework 4-6 days a pay period.
