Duties

Serves as the principal source with authority for policy and technical guidance on invasive species management, emergency stabilization and burned area rehabilitation (ESR) and restoration of degraded lands affected by invasive species or wildfire. Provides vegetation, weed, grasshopper, and Mormon cricket management, and pesticide use guidance; acts as state information source for pesticides; ensures appropriate certification and training for Pesticide Applicators. Responsible for developing and tracking budget and accomplishment reporting for invasive species, restoration, and Emergency Stabilization and Burned Area Rehabilitation (ESR) programs. Builds partnerships with counterparts in tribal, federal, state local governments and other cooperators to manage invasive species, vegetation restoration, and post fire activities across boundaries. Coordinates all ESR Plans and projects, on a statewide basis insuring the appropriate utilization of financial, human, and equipment resources.

  • Required to obtain and maintain certification as a Program Officer with generic course work in Grants Agreements, and Ethics.

Degree:A degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades. Specialized Experience: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: analysis of invasive species resource conditions; formulate or recommend policies and procedures; study noxious/invasives species ecology, make recommendations about continued restoration of landscapes impacted by invasive species; develop annual plan of work for assigned area of invasive species, restoration and/or ecological site and burned area rehabilitation programs or projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is largely sedentary, although some physical activity is required when making sitvisits. The position involves both field and office work. Office work sedentary. Considerable walking, bending or climbing, horseback riding, or driving over rough terrain is required in performing field work. Handling and applying different pesticides during pest management operations is required. Hazardous work conditions are related to visiting active fire sites toevaluate the burned areas that can still have hot spots, and hazardous trees that could re-ignite partially areas. Work Environment: Work is performed primarily in an office setting with some travel to the field to observe ecological conditions and processes, advise personnel conduction sampling and inventory procedures, and to observe field operations. In the field, there is frequent exposure to moderate risks and discomforts such as extreme temperatures, rainy or snowy conditions, and hazardous driving conditions. There is potential for exposure or contact with various pesticides during handling, transporting, and application operations in the pest-control programs. Safety precautions are available and required for almost all situations.
