Duties

Serves as the senior subject matter expert for all aspects of the WHB Program. Provides technical guidance to the Montana/Dakotas leadership team and staff to ensure wild horse and burro policies and laws are being followed. Outlines short and long-term plans for management of the WHB Program, develops Planning Target Allocations (PTA) and an Annual Work Plans (AWP) that identify program priorities, allocation of funds, budget execution, and accomplishment tracking. Manages the off-range adoption and compliance program and supervises up to three subordinate wild horse and burrow specialists. Manages program workflow, assigns work projects, and tasks, and assures quality control of products and staff work. Balances skills needed with available resources; identifies issues, ensures consistency, and promotes efficient working relationships. Manages procurement actions to ensure the health and welfare of horses being held at facilities in Montana/Dakotas. Serves as event coordinator for WHB adoption events; manages logistics such as event space, clinicians, staffing, shipping/receiving animals, veterinary care, and other services for animals being held in or transported through Montana/Dakotas. Provides technical support throughout Montana/Dakotas State, District, and Field Offices, to manage the Pryor Mountain Wild Horse Range. Leads and/or participates on interdisciplinary teams to prepare NEPA documents that relate to WHB activities such as herd management area plans, gathers, range improvements, or other program work that affects wild horses. Coordinates with BLM headquarters, other states, and field offices and stakeholder organizations to ensure cooperative relationships and effective information sharing.

Qualifications

You must meet all qualification requirements by the closing date of the announcement. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. In addition to meeting the positive education requirement, you must possess one (1) year of specialized experience equivalent to at least the next lower grade level for the position being filled, that is similar in difficulty and complexity as indicated by the following examples: For GS-12: You must possess one (1) full year of specialized experience equivalent to at least the GS-11 grade level that is equivalent in difficulty and complexity as indicated by the following examples: Performing, directing or managing natural resource programs, including but not limited to wild horses and burro, rangeland management, and wildlife; experience assisting in the development of budget, procedures and guidance for planning and implementing all aspects of a natural resource program; experience managing communications and procurement actions; and experience tracking progress and quality of assigned projects. There is no substitution of education for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands and Work Environment: This position varies from principally sedentary in completing office phases of the duties assigned to performing field work. The field work will require physical activity in driving and walking to, from and around locations in rough terrain, adverse conditions, and adverse weather conditions, such as rain, snow, wind, and temperature extremes. The work requires special safety precautions and may require personal protective gear.

Education

This position has a positive education requirement:
A. Degree:A degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position.

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
