These positions function as the Deputy Chief of the Health Administration Service (HAS) "full deputy and/or assistant" to the Chief of the Healthcare Administration Service for the Atlanta VA Healthcare System, providing administrative support and guidance as well as supervision for Section Chiefs of the service.
Duties
Major duties for this position may include (but are not limited to):
Supervise, coordinate, and integrate operations of Section Chief staff, to include Health Information Management (HIMS), Fee Services, the Central Scheduling Unit, Ambulatory Care and Patient Processing, Medical Care Cost Recovery (MCCR), Ward Administration Sections, and VTF Program.
Directly supervises Section Chiefs ranging from GS-9 to GS-13.
Provides service staff with interpretation of regulations and policies where needed.
Coordinates regularly with Administrative Officer on Duty (AOD) staff to stay apprised of facility operations during both duty and off-duty ours.
Reviews correspondence, memoranda and reports being released from the various sections of the service that require the attention of the Office of the Chief.
Makes recommendations for course of action, implementation of policy, or changes to policy to the Chief.
Responsible for the program administration of all activities within the service.
Ensures that all internal reviews within the service are conducted according to schedule and that corrective action is taken on notified deficiencies.
Investigates and develops, or supervises the investigation and development of facts, conclusions, and recommendations for correction in all service matters requiring investigation.
Also investigates or supervises the investigation and development of necessary facts or information for presentation to Regional Counsel.
Responsible for supervision of the service recruitment activity, and coordinates all personnel functions through the Human Resources Management Service (HRMS).
Responsible for all HAS in-service training instructions, plans and programs, and evaluates employees eligible for promotion.
Assists section chiefs and supervisors in the resolution of any employee complaints, and counsels employees where requested in work-related problems.
Participates in the development of annual budget estimates for service operations.
Supervises preparation and presentation of patient administrative statistics required for regular or special internal reporting.
Participates in the creation and completion of workload or mangement improvement surveys and makes recommendations to the Service Chief for changes.
Coordinates with administrative and management staff of other services by providing statistical information and reports, as well as serving as a subject matter expert on HAS service policy and procedures.
Acts as Chief of the service in the absence of the assigned Chief, with authority to act on both administrative and technical activities including signatory authority.
Serves on several Medical Center Committees as requested by the Chief or Executive Management.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience communicating using written, oral and presentation materials to a wide range of customers to include stakeholders, local and National government officials, and facility/VISN/National VA offices on a wide variety of topics and information.
Experience collecting service-level data and information, analyzing that data, creating reports, and presenting those reports to facility/VISN/National VA offices while making recommendations for improvement/change to create more efficient and effective processes.
Experience soliciting survey and staff information on a service level and analyzing that information to determine areas of improvement and staff needs.
Experience participating in and in some cases leading service-level special projects dedicated to the improvement of service activities and products.
Experience acting as a subject matter expert on all matters related to effective, efficient customer service, and developing tools to improve service-level customer service practices.
Experience coordinating staffing and recruitment practices at the service-level with the Human Resources Management Service.
Experience investigating customer/staff complaints, and developing conclusions/recommendations for correction based on that investigation.
