Duties

This Information Technology Specialist position is located Information Technology, Operations & Engineering Division (OED), Enterprise Operations Branch (EOB), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Directly or has oversight in the design, development and management of complex network environments either in a government owned / government operated or approved commercially provided cloud environment to meet current and future requirements that apply, extend, enhance or optimize existing architecture. Ensures the application of appropriate security measures to the assignment and coordinates/implements network security measures to protect data, software, and hardware. Identifies and mitigates complex security vulnerabilities and risks in addition to implementing migration strategies including planning for continuity of operations during the deployment of new technology. Responsible for managing large, complex projects or programs throughout the multiple stages of the systems development lifecycle. Plans and coordinates efforts to develop and deliver systems and services that are responsive to the needs of customer organizations; ensures the agency's ability to respond to meet mission requirements; and exercises judgment, originality, and resourcefulness in ensuring that systems and services are developed and delivered in accordance with customer requirements while leveraging existing or new technologies. Implements project plans to meet objectives; coordinates and integrates project activities; manages, leads, or administers project resources; monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes. Provides technical analysis to senior leaders that can impact organizational vision and direction, and prepares, reviews and may approve organizational reports or policies for internal and external distribution.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Expertise in the design, development and management of diverse large and complex network environments to extend, optimize or enhance existing or new network architecture(s). Knowledge that supports the appropriate utilization of security measures in the coordination and implementation of network security to protect data, software and hardware. Ability to identify, recommend and implement approved solutions to address technical, security and operational requirements. Experience managing complex projects to meet mission requirements leveraging their extensive technical background with existing or new technologies. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
