The position serves as the Innovation Specialist responsible for leading, coordinating, facilitating, and providing ongoing support to the VA Medical Centers (VAMCs) in the design and implementation of their respective innovation initiatives in support of the Innovators Network. The position reports to Executive Leadership within STVHCS.
This is a Temporary Detail that can be terminated at any time.
Detail is NTE 1 Year.
Duties
Duties may include but are not limited to:
-Creates a facility-level Innovation program segment that encourages creative thinking, innovation, collaboration, and transparency.
-Manages the employees' innovation program proposal process by coaching them through application, identifying a mentor for the project from among innovation stakeholders, establishing funding and resources.
-Conducts program evaluation, including monitoring and assessing awardee performance, and establishes performance measures for assessment of innovation impact and value to the organization.
-Coordinates with Office of General Counsel (OGC) to help protect Government interests regarding intellectual and design patents when necessary, facilitating all discussions with leadership and the OGC.
-Executes the operating budget, prepares budget requests with justifications, and aligns resources to deliver sustained value to Veterans.
-Organizes events internal and external to the VA to help facilitate innovation activities, such as hackathons, make-a-thons, workshops, training programs, and speaker sessions.
-Teaches and trains employees on the business-related competencies related to innovation projects such as business model analysis, Return on Investment (ROI) analysis, cost modeling and analyses and budgeting.
-Troubleshoots with the other Innovation Specialists and innovation stakeholders, such as Systems Redesign, Logistics, Contracting, Fiscal, OI&T, Biomedical Engineering, program leads, and Engineering, to overcome barriers to the innovation process.
-Identifies opportunities to create programs and policies to help develop a culture of innovation nationally across the VA.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge related to the policies and management practices of the VA Healthcare Delivery System and expertise in a wide range of qualitative and quantitative methods for the assessment and evaluation of very complex programs, processes, and systems; Comprehensive knowledge of the range of policies and/or practices applicable to a wide range of VAMC programs and support functions; Knowledge of project and portfolio management, to include managing a budget, and effective oral and written communication and presentation skills; Knowledge of change management practices.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
