This position is located within the Office of Budget, Finance, and Travel (BFT) which is part of the Office of Inspector General (OIG) for the U.S. Department of State, which has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits and special inquires involving all overseas and domestic Department, USAGM and IBWC programs and operations. 

Duties

The incumbent serves as the Financial Management Analyst providing advice and guidance covering a wide variety of policies and requirements for OIG.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following: Extensive experience in the agency and Federal budget process, including experience in the Congressional budget process; and thorough and detailed experience in utilizing Office of Management and Budget (OMB) policies, directives and regulations. Experience in effecting agency mission, programs, and legislative history to develop budgetary policies to implement agency program goals. Extensive experience in utilizing the theories, principles, and techniques of sound management and management analysis techniques. Experience working extensively with financial management systems.  Assisting in analyzing, identifying, and conceptualizing budgetary problems and developing alternative solutions.  There is no substitute of education for specialized experience for the GS-12 position.
