As a Legal Administrative Specialist at the GS-0901-7, you will be part of Retirement Services,Retirement Eligibility, and Services, Office of Personnel Management. The incumbent will be responsible for determining eligibility under the Federal Employees Health Benefits Program, implementing changes in enrollment, reconstructing enrollment records of annuitants, reconciling enrollments with various participating health insurance carriers and processing government debt claims.

Duties

Determining applicability of temporary continuation of FEHB coverage upon customer request. Notifying carriers, internal organizations, Federal agencies, and other retirement systems of OPM's decision regarding annuitants' benefit status. Administering government claims and tax levy actions, including maintaining accurate retirement account deductions and effectively communicating with annuitants and agencies via telephone, email, or correspondence. Evaluating and analyzing benefit eligibility, entitlement, and coverage. Assisting in reconciling OPM enrollment records with health insurance carriers participating in the FEHB Program to determine correct benefit status of annuitants.

Qualifications

For the GS 7: You must have one year of specialized experience equivalent to the GS-05 grade level in the federal service (obtained in either private or public sector) which must include: 1) basic knowledge in the laws, regulations and policies governing any retirement and health benefits programs; 2) familiarity with the requirements, procedures, and limitations that apply to claims and tax levies; 3) reviewing basic documents such as claims for benefits, loan applications, or contracts; and 4) preparing written responses to inquiries. OR Meet one of the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies, OR Possess one full year of graduate level education in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work, OR Possess a combination of experience and graduate-level education to qualify at this level. To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the graduate education required; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: Please submit a copy of your graduate transcripts with your application. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS7 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
