The primary purpose of this position is: to plan, direct, coordinate, evaluate and execute assigned program(s) activities to ensure readiness and mission capability of organization. To be filled at the GS-0301-11 level only.
Duties
Manages a wide range of programs, projects, and studies in support of program goal and objectives.
Participates in special studies and project related to assigned programs.
Attends meetings, conferences, and briefings.
This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE FOR THE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques for analyzing programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities (e.g., data processing, accounting budget) to such missions. Knowledge is applied in conducting studies, analyzing findings, and making recommendations on substantive operating programs, e.g., weapons testing or commodity management. Knowledge of organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilizations and/or field installations. Knowledge of the service or bureau benefit programs, operations, objectives, and policies, along with knowledge of management and organizational techniques, systems, and procedures is applied in performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long range planning.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
SPECIALIZED EXPERIENCE FOR THE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the principles, theories, techniques, practices, and mission of the specific organization to which the program(s) impact. Knowledge of analytical and evaluative methods to develop, monitor, and analyze metrics, reports, and trends to track and assess the efficiency and effectiveness of programs. Knowledge of operating programs managed and understanding impact on other group activities to conduct program evaluations, identify problems, and resolve inefficiencies. Knowledge in the use of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) For GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative methods and techniques to identify, develop, and implement resolution issues or problems concerning efficiency and effectiveness of programs, measures, and improvements.
Knowledge of relationship of pertinent laws, regulations, policies, and precedents which affect the Squadron resources to sufficiently interpret and modify or significantly depart from current techniques and apply/incorporate improvements.
Knowledge of the major mission requirements, production processes/policies and administrative operations of the organization to facilitate improvements, reduce no-value added redundancies and address safety issues.
Knowledge of physiological and psychological factors sufficient to evaluate the relationship of an individual to the working environment and to motivate individuals to perform in a safe manner and so use protective gear.
Comprehensive knowledge of VPP/MRM, OSHA, and USR requirements/regulations, local and AF safety and health practices and programs, established policies, and procedures to evaluate, plan, modify, coordinate, direct, and improve a diverse program and advise key managerial personnel on course of action.
Skill and knowledge in applying trend analysis study and methods to recognize/ identify trends. Skill in developing solutions, making recommendations for implementation of resolution issues/ causes of trends and ability to follow through on recommendations.
Knowledge of the requirements, methods and techniques of accident and mishap investigation of normal to high safety and occupational health risk areas, to include fact finding, analysis, risk assessment, resolution involving safety hazards/problems, and preparing and submitting for reports.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) For the GS-12
Knowledge of overall mission, function, operation, and organization; and a variety of principles and processes applicable to the work operations of the group and impact of group's activities across the complex.
Knowledge of analytical, evaluative, and planning processes, techniques, and methods as applied to issues or studies involving administrative or support functions.
Knowledge of program inspection requirements, reports, and terms, as well as knowledge of common management principals to provide advisory services and inspect assigned programs.
Knowledge of the laws, regulations, policies, and precedents applicable to group programs and related supports resources or equivalent.
Ability to prepare special studies and reports, including the ability to meet changing program requirements within available resources and with minimum sacrifice or quantity of work.
Ability to establish effective working relationship and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefing or correspondence.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
