This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Tomah VA Medical Center. The Facility Activation Manager performs physical space assessments and facilitates meetings with end users to determine the appropriate space assignment and scope of each move request and serves as the conduit for information flow and management of facility space.

Duties

Serves as the medical center's primary point of contact and expert on the national market assessment and implementation of the final decisions. Leads multi-service, multidisciplinary Activation projects throughout the planning, design, and construction process with respect to initial outfitting requirements, programming funding, coordinating contracting. Schedules movement for new furniture and equipment, coordinating the workspaces and operations of displaced and incoming personnel. Communicates/coordinates between the user, customer, construction contractor, design/construction agent, and other key Project Delivery Team members on issues related to electrical, mechanical, and structural as they relate to medical equipment and clinical operations. Integrates stakeholder/customer requirements and participation into a comprehensive management plan, that is fully coordinated with all contributing agencies and organizations, including various functional elements within the Tomah VAMC. Establishes responsibilities and sets expectations, controlling and managing assigned project budgets. Ensures that Medical Center commitments to the stakeholder/customer are met. Serves as the Medical Center's overall coordinator and primary point of contact for stakeholders and customers with regard to personnel and equipment activation of construction and space repurposing projects. Coordinates all space management moves and space policies in coordination with senior management. Co-chairs the Space Committee along with the Associate Director. Coordinates efforts with the facility projects team on construction and Non-recurring Maintenance (NRM) projects, as well as the State Historic Preservation Office. Facilitates the Moves Workgroup, a multi-disciplinary group. Assesses and implements internal move requests and administers the process for each request from initial receipt through closeout. Oversees the LEAF process for all space requests including all new and existing facility space. Work Schedule: Monday - Friday; 8: 00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below: Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required). OR, Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to meeting the Individual Occupational Requirement requirements, applicants must also meet the specialized experience requirement as described below. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization to be eligible for the GS-11. You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization to be eligible for the GS-12. Examples of specialized experience would typically include, but are not limited to: Ability to handle multiple duties such as evaluation of administrative programs or issues, correspondence control, special projects, improvement initiatives, program or office planning, board or committee-related work; Strong familiarity with VA references, policy, medical center accreditation, finance, and resource management standards; Analyzes and evaluates major administrative aspects of substantive, mission-oriented programs; Conducts analytical studies on operational processes that require study-planning, statistical measurement, data analysis, and report preparation and development; Perform staff support work in short and long-range planning efforts. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week.
