This Health System Specialist position is located in the Office of the Director service at the Tomah, Wisconsin VA Medical Center and serves as a senior level liaison official between senior management and immediate staff members as well as senior department members.
Duties
The major duties and responsibilities include; but are not limited to the following:
Advises management on specific clinical or administrative issues.
Provides a full range of support to the Director on administrative matters affecting patient care, education, and organizational policy.
Serves as a full participant in meetings and discussions with Executive Senior Management.-Establishes systems to measure and monitor executive performance against organizational goals and objectives.
Assists in coordinating the activities of the Director with officials of federal, state and local governments, community representatives, etc.
Applies a broad and intensive knowledge of general principles and methods of organization and administration, and specific and thorough knowledge of VHA and hospital regulations and policies.
Monitors and evaluates the Director's accomplishment of VHA and VISN-established performance management plans and standards and coordinates the annual performance plan of the Director.
Serves on committees and councils appointed by the Director.
Reviews correspondence drafted for the Director, and personally composes and/or reviews correspondence requiring a high degree of tactful communication and routes to the Director for signature.
Serves as the principal manger of correspondence received by and sent from the Tomah VA Medical Center.
Ensures adequate response to correspondence received from Veteran patients, family members/significant others, community agencies, Congressional offices, VA Central Office, the White House, etc.
Evaluates the issues and data presented and based on that assessment assigns actins to the appropriate staff in other services/programs with specific direction to ensure a comprehensive response.
Works closely with the service line managers to clarify and resolve factors which may adversely affect operating practices and procedures.
Works closely with administrative service line managers to assure that the working relationship between the Director's Office, the Chief of Staff, and Associate Director for Patient Care Services is represented on the Administrative Executive Council.
Coordinates the screening, interviewing and selection of personnel directly reporting to the Medical Center Director.
Represents the Director and coordinates employee-focused engagement opportunities for the Executive Senior Management team.
Performs other related duties as assigned.
Work Schedule: Monday-Friday 8:00 AM to 4:30 PM

Physical Requirements: The work is primarily sedentary. Some walking, bending, and carrying of light items is required.
Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office. Some travel between the medical center and CBOC's may be required.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialize Experience - Positions above GS-5:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the Individual Occupational Requirement above, the following is the experience requirement to qualify at the GS-13 grade level in this occupation.
Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes and systems; expert knowledge of the mission, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures; skill in applying fact-finding, analytical and problem-solving methods and techniques; knowledge of pertinent laws, regulations, policies, procedures and standards of accrediting bodies and quality improvement programs which impact on hospitals, ambulatory care centers, long-term care programs and rehabilitation programs; skill to plan organize, and direct team work; skill in oral and written communications in order to prepare and present briefings, convey recommendations to management staff, and attend meetings and conferences; and comprehensive knowledge to include grammar, punctuation, spelling, and use of the English language, writing techniques, and editing procedures; and skill in proof-reading documents to ensure correctness of format, grammar, spelling and punctuation.
There is no educational substitution for the GS-13 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
