The Group Practice Manager (GPM) reports to the Chief of Staff, who provides broad policy guidance through discussion with the incumbent. The GPM ensures a high-quality Veteran experience by acting on continued feedback from Veteran customers, family/significant others, engaged employees and expert clinical teams. The GPM provides oversight and administrative operations management of all outpatient/ambulatory care services in Tomah and related Community Based Outpatient Clinics (CBOCs).

Duties

Duties Include but not limited to: The GPM has an in-depth understanding of MyVA concepts and the ability to facilitate integration of services to achieve seamless transitions across the continuum of care. The facility's organizational complexity mandates delegated authority to cross accepted organizational/supervisory lines of authority, requiring expertise in systems redesign and lean management. The incumbent must be expert in utilizing tact, diplomacy, and effective negotiation techniques. The incumbent must have the ability to analyze data to make objective decisions. The GPM must possess a clear vision of VHA's, VISN 12's, and Tomah's organizational priorities and direction, as well as individual program contributions. The incumbent must be continuously aware of opportunities for increased efficiencies to support a lean organization and facilitate and implement opportunities for promising change and continuous improvement. The GPM directs and coordinates administrative functions to support clinical services to provide an exceptional Veteran Experience and the highest quality care in a cost-effective, efficient manner. The incumbent works in collaboration with senior leaders and is delegated full authority and responsibility for practice management operations. The scope of these duties includes, but is not limited to: resource management, data management (including data validation and analysis), operational planning, space, construction and renovation activities, position management of GPM support staff, and equipment management. The GPM is a key point for coordination of these functions and for the day-to-day direction of administrative processes in the outpatient area. The incumbent serves as an advisor to the Executive Leadership Team. The incumbent participates in policymaking, planning and management decisions impacting the operation of health care delivery. The incumbent works independently with Clinical Service Chiefs/Care Line Managers, Nurse Managers, Patient Business Service Supervisors, and Administrative Officers to address their administrative process/system issues and problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialize Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-13 grade level in this occupation. Specialized Experience - GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: may involve, for example, the development of long-range program plans, goals, objectives, and milestones, or to evaluating the effectiveness of programs conducted throughout a bureau of service of an independent agency, a regional structure of equivalent scope, or a large complex multi-mission field activity. This involves identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives (e.g., the delivery of program benefits or services). Develop new ways to resolve major administrative problems or plan the most significant administrative management aspects of professional or scientific programs, while at this level develop administrative regulations or guidelines for the conduct of program operations, while others develop new criteria for measuring program accomplishments (e.g., the level, costs, or intrinsic value of benefits and services provided) and the extent to which program goals and objectives are attained. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although the incumbent is expected to be able to perform some light physical activity on a regular basis. Some light physical effort may be required locating equipment during the annual equipment audit. The incumbent will do regular physical activity requiring walking, bending, reaching, stooping, and possible travel between the Jesse Brown VAMC and other affiliate hospitals and research facilities.
