The incumbent functions as a Health System Specialist, providing staff assistance to the Deputy Associate Chief of Staff for Medicine Services (DACOS-MS). The DACOS-MS is extensively and regularly involved with the ongoing strategic management programs, operations, problems and issues impacting the overall operations and, management of the medicine services service line.
Duties
MAJOR DUTIES include but not limited to:
Performs duties directly contributing to the administrative management of a health care delivery system. Duties require the ability to apply the specialized principles and practices of health care management in directing or supporting a health care delivery system.
Performs staff support work to develop comprehensive short and long-range detailed Medicine Services service line plans, goals, and objectives including those impacting strategic initiatives of the medical center.
Responsible for the coordination of special systematic reviews, internal management reporting programs and other assigned projects.
Conducts a wide variety of comprehensive studies or surveys to improve the efficiency and economy of operations with appropriate management reports.
Responsible to review, analyze, evaluate, and make recommendations on budget issues and the cost effectiveness of Medicine Services operations, including, but not limited to evaluating all Medicine Services staffing, and the utilization of fee basis staff for various operations.
Interacts with all levels of healthcare system personnel on various projects, on a day-to-day basis and with personnel from the Veterans Integrated Service Network 12 (VISN), VA Central Office, and other federal and non-federal agencies.
Composes correspondence on sensitive issues for the medical center to individuals from various organizations and with different economic backgrounds and educational levels.
Reviews proposed organizational changes requiring establishment, consolidation, transfer, or regrouping of functions for one or more services, or sub-organizational units.
Evaluates the adequacy and accuracy of data regarding medical center operations and develops methodologies to improve on the timeliness of staff to perform functions.
Monitors service contracts and budgets and oversees the cost effectiveness and utilization of all services under the purview of the DACOS-MS.
Manages the overall administrative operations for the various services under the auspice of the DACOS-MS. This includes acting as the Fund Control Point Official (FCP-O) for FCPs under the DACOS-MS.
Plans, controls, and directs administrative programs. Including management of day-to-day operations, training, and staffing of Medicine Services Service Line.

Qualifications

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Knowledge and skills to plan, organize and conduct meetings regarding multiple management issues with various levels of employees.
Comprehensive knowledge of investigative techniques and organization skills to correlate and analyze regulations, narratives, and statistical materials, to address complex management issues.
Comprehensive knowledge of the techniques associated with the concepts, methodology, principles, and practices of managing projects and deadlines.
Ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues.
Skill in written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions, regarding controversial issues, or new ideas and concepts. Incumbent must be able to present ideas, reports, and concepts in a clear, concise manner to inform individuals.

IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

IOR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
