Serves as the Equipment Navigator for the Operating Room at the Amarillo VA Health Care System. Incumbent reports directly to the Administrative Officer, Assistant Chief of Surgery and/or Chief of Surgery for Surgical Service or designee as necessary. Position requires close collaboration with the Chief of Surgical Service, Chief of Anesthesia Service and Nursing Representatives. Additional contact will be with Chief of Staff as necessary.
Duties
Duties include, but are not limited to:
Operating Room Equipment Program Coordination and Navigation
Help maintaining & improving operating room (OR) healthcare delivery by developing & augmenting affiliation & coordination between OR leadership & surgery department
Help designing/overseeing needed changes & consequently being a catalyst for positive change & continuous improvement for OR functions
Requiring an understanding of critical balance between administrative & clinical functions in Surgery Service & ability to coordinate /control equipment, Supply & OR instrumentation programs/resources to achieve a balance
Providing accurate & complete information
Responsible on a day-to-day basis for coordinating/facilitating the function of all services, clinical & administrative, which interface with OR functionality relating to equipment usage
Working with Surgery Service Administrative Officer (AO) to direct improvement to equipment & supply where necessary & making immediate judgments in time of emergency
Maintaining effective relationships with all Service Chiefs, employees & other hospital staff to the extent that only minimal higher-level management intervention is required
Providing any necessary technical knowledge & assistance as required to co-workers
Coordinating a daily OR schedule review with attendance by representatives from Surgery, Anesthesia & Nursing
Taking an active role in ensuring room turnaround standards are met which will require direct monitoring on a near continuous basis of flow through Surgical Service
Equipment Navigation
Serving as Surgical Equipment Navigator, who is the subject matter expert in the acquisition process for equipment & supplies
Developing procedures, policies & supporting documents to ensure procurement activities are consistent with needs/requirements of surgical department
Coordinating with Logistics, Engineering, Bio-Med, RME & Education to ensure all products meet the needs/specs of the facility
Serving as a Contracting Officers Representatives for Surgical Service
Ensuring various clinical &administrative service requirements have addressed considerations such as construction, supporting manpower & other factors
When established guidelines are unclear or conflicting, consulting local policies, procedures, SOPs & associated training materials ensuring they align with federal procurement laws/regulations
Independently developing performance work statements/objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans, market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times & reporting requirements
Reviewing procurement documents for accuracy, adequacy & completeness & assisting service line managers as needed to ensure final documents are acceptable
Furnishing instructions/explanations on new regulations/procedures related to equipment/supply procurement
Managing operational responsibilities from procure to pay pertaining to the designated procurements & supporting Logistics in the precontracting stage for those acquisitions and procurements requiring Logistics contracting
Equipment Program Evaluation/Long-Term Planning
Serving as a major participant in the development & implementation of both long- & short-range policies/plans for OR functionality in equipment navigation
Giving special consideration to the integration of local & VA Central Office administrative &clinical policies in OR equipment, the standards/requirements of various regulatory & accrediting bodies & to the impact of internal policies on outside entities such as other area hospitals & community at large
Aiding in developing goals/objectives for Surgery Service equipment navigation & translating into specific actions & policies
Policy and Accreditation
Recommending approval of internal review findings along with corrective measures for noted deficiencies to Surgery Service AO & others as requested
Monitoring appropriate follow-up of corrective measures identified to ensure implementation/resolution of problems
Advising top management of elements considered unacceptable from the standpoint of quality patient care & utilization of resources
Organizing/assisting with responses to external surveys & audits
Developing plans (with target completion dates) to ensure implementation of deficiencies cited by accrediting bodies
Performing other functions/duties as assigned
Work Schedule: Fulltime, Monday thru Friday 7:30 a.m. to 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of the intricacies of medical/surgical processes and functions throughout the Amarillo VA HCS; ability to apply knowledge of resource management and Surgical Service operations to solve problems arising in this complex level II facility, some of which are unique to the VA system; knowledge of statistical science is central to carry out the responsibilities of the position; must possess an advanced knowledge of medical and related terminology; experience establishing and maintaining communications with persons both within and outside the organization, from diverse backgrounds and levels of education and competence; ability to communicate effectively with each in order to gather information, present recommendations and coordinate services; knowledge of credentialing and regulatory groups (e.g., Joint Commission on the Accreditation of Health Care Organizations, Occupational Safety and Health Administration, Nuclear Regulatory Commission, etc.) and the ability to reconcile contradictory requirements in preparing recommendations and coordinating operating room services.; knowledge to coordinate procurement and management of supplies, equipment and instrumentation for the operating room; knowledge required to identify workload trends, perform statistical analysis and conduct deductive reasoning in order to determine short- and long-term resource needs, anticipate problems and work towards solutions regarding operating room equipment usage; complying management reports and information on a recurring and ad hoc basis for -equipment; must possess a thorough working knowledge of the regulations, policies, procedures and guidelines governing Surgical Service and thorough knowledge of price/cost analysis techniques to evaluate vendor proposals, compare pricing and make economic and legally sufficient recommendations in conjunction with clinical and purchasing staff.
