This position is assigned to the Health Administration Service of the Amarillo VA Health Care System. The Supervisory Medical Administrative Assistant will provide direction by organizing and coordinating the overall Business Office functions and activities across the Health Care System. He/she serves as a technical expert and advisor on the application of federal laws and regulations controlling the provision of medical benefits and patient administration to veteran patients.
Duties

Serves as the Supervisory Medical Administrative Assistant, leading employees in the Eligibility/Enrollment section of the Health Administration Service and at the Lubbock CBOC. As Supervisor for the Amarillo Business Office Section, the incumbent plans work to be accomplished by subordinates, assigns work based on priorities and consideration of the difficulty and requirements of the assignments, evaluates subordinates work performance, gives advice or instruction to employees on work and administrative matters, interviews candidates for positions in the unit, hears and resolves complaints from employees, effects minor disciplinary measures, identifies training needs, increases the quality of the work and develops performance standards.
The individual is a subject matter expert with regards to Eligibility and Enrollment, Admissions, Administrative Officer of the Day (AOD), Data Capture, and Scheduling. Oversees the data integrity requirements for enrollment package within VISTA.
The individual is a subject matter expert with regards Patient Funds and Decedent Affairs. The incumbent is responsible for directing, organizing, and coordinating the Patient Funds and Decedent Affairs functions and activities across the entire health care system (HCS). This includes the development of Amarillo VAHCS policies and procedures to implement national program policies, as well as providing feedback to senior facility management on overall performance.
The individual is a subject matter expert with regards to Beneficiary Travel. The incumbent is responsible for coordinating with Veterans Transportation Service (VTS) Beneficiary Travel section functions and activities regarding Beneficiary Travel across the Health Care System. This includes assisting with the development of local policies and procedures to implement national policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge of VA policies and procedures, especially in the areas of Health Benefits, to include Eligibility, Beneficiary Travel and Non-VA Care programs, with an understanding of the reimbursement and funding methodology used in the support of the medical center; practical knowledge, developed through increasingly difficult, on-the-job training or experience dealing with the business office operations, regulations, principles, and peculiarities of the functions; and, knowledge of problem solving techniques at a level sufficient to recommend actions that are consistent with the objectives and requirements of the program. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or two (2) years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) to qualify for the GS-9 level. (Transcript Required)

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. Travel
will be required on a periodic basis.
