Reports to the Chief, Quality and Patient Safety (QPS) of the Amarillo VA Health Care System. Responsible for program and data analysis support for all QPS supported services within the organization. Serves on various committees, process Improvement teams and other specialized workgroups.
Duties
Duties include, but are not limited to:
Planning and coordinating external peer review, governing and accreditation review visits
Performing analyses regarding care and services provided by medical facility and providing reports utilized to drive management decisions for planning purposes
Evaluating statistical datasets received from Central Office and other governing and accrediting bodies to insure accuracy of data, if discrepancies are found, investigates inaccuracies and insures correct information is utilized
Developing and presenting recommendations to management based on outcomes
Standardizing methods of calculating results are modified on a case-by-case basis to accurately reflect facility performance
Educating facility committees on performance measures data, governing and accrediting rules and regulations
Analyzing and preparing statistical data for facility performance measure report card and performance with rules and regulations of governing and accrediting bodies
Developing training materials, presentations and information packages for QPS program
Leading/participating in process improvement teams and management studies
Gathering and integrating information from many different sources such as Joint Commission, Office of Quality and Performance, local and VISN resources
Developing programs to insure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory trends and issues which may influence regulatory compliance
Consulting with technical experts to examine and analyze usual or problem situations indicated by changes in program quality indicators
Performing other related duties as assigned
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing analyses regarding care and services provided by medical facility and providing reports utilized to drive management decisions for planning purposes; educating facility committees on performance measure data, and governing and accrediting rules and regulations; identifying operational activities that meet, exceed, or fail to meet established criteria and developing data capture and reporting procedures to track progress of quality program management initiatives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . (TRANSCRIPTS REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
