Duties
Evaluates automated systems to determine adequacy for use by finance, accounting, and budgeting personnel.
Assists in the preparation of general and/or detailed functional or technical automated system requirements for system changes.
Participates in training personnel in the use, operation and benefits of the systems, including training local functional specialists in the systems sufficiently to train other employees in the automated systems.
Reviews new policy and requirements to determine required modifications to policies and develop systems.
Develops, revises and maintains the user manuals, operating manuals, automated system descriptions, and explanation of system changes.
Develops the ADP system descriptions, flow charts, and logic diagrams to be used by system analysts and programmers responsible for maintenance of the system.
Serves a member of the DCAS PMO providing support on various initiatives and tasks such as access reviews, FISCAM testing, customer support, and other related items.
The duties, described above, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 Specialized Experience is defined as: Applying financial management to the design and development of financial or accounting systems; designing automated systems using appropriate principles, techniques, policies, and regulations; and providing technical advice regarding financial or accounting system operating problems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement as follows: To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
