This position is located in Field Operations Directorate, Office of Operations, District 33, Dallas TX Field Office. As an Supervisory Operations Support Specialist, you will serve as technical experts in a variety of administrative and management programs. They manage the organization through evaluation and improvement of services and processes, and adjust the priority of work to be accomplished..

Duties

Provides supervision and direction to a team of Operations Support Specialists accountable for providing services vital to the operation and goals of USCIS to include productivity assessments, effectiveness, and efficiency of program operations. Serves as the focal point for communicating issues affecting and impacting administrative operations. Subject matter expert regarding office management, human resources, labor/employee relations, occupational health/safety, facilities, security, procurement, asset/fleet management, financial management, travel support, time/attendance, training. Ensure subordinates provide their customers the highest level of service based on the appropriate functional area. Provide technical advice to subordinate personnel to facilitate the full range of operations support. Anticipates problems that evolve from the complex and dynamic nature of organizations served and provides innovative solutions that accommodate managers’ needs without compromising management principles. Advises and guides managers and employees on complex or difficult issues and recommends innovative methods and strategies to resolve problems. Applies comprehensive knowledge of operations support concepts. Able to identify, investigate, and analyze issues to determine possible solutions by effectively communicating with Headquarters-level personnel. Prepare and/or present recommendations to local leadership and managers.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/30/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/30/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying and modifying, if necessary, established practices to specific administrative problems, including how to treat unusual circumstances or situations. Conducting independent evaluations of administrative functions. Preparing study findings, recommendations and reports. Providing advice on a variety of administrative and management programs and procedures. Subject matter expert in a variety of functions including but not limited to human resources, training, facilities, procurement, security, budget and financial management. Performing liaison functions with other organizations; including effectively presenting the organization's needs and establishing effective working relations with counterparts.
