You will serve as a MANAGEMENT & PROGRAM ANALYST in the of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will provide dedicated and centralized support to program budgets for critical programs, including facilities, office supplies and equipment, vehicles, accountable property, communications services and devices, travel, etc.
You will order all supplies and services, reconciles expenditures, and tracks major equipment purchases through appropriate databases.
You will serve as the subject matter expert for an office concerning vehicles, correspondence, scheduling, purchasing, security-related matters, and Government Travel Credit Card (GTCC) administrator.
You will serve as a training coordinator ensuring all quarterly training, range qualifications, and physical fitness assessments are updated in the appropriate systems.
You will serve as the security coordinator and ensures assigned office(s) are compliant with security-related requirements, to include the Communications Security (COMSEC) material program.
You will provide support and policy guidance to Special Agents and other employees with Permanent Change of Station (PCS) travel and entitlements.
You will create and maintain manuals, procedures, statistical spreadsheets/databases, graphics, and/or other tools, as appropriate, to satisfy needs.

- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing administrative support which includes office budgeting, property management, arranging travel, data processing and files management, time and attendance issues; providing support with report writing and submitting entries into databases.
GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing administrative support to include supporting personnel with data processing, records management, and travel arrangements.

Education
GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07:
1 full year of graduate level education
or
superior academic achievement
