Duties
You will develop and promulgate Department of the Navy (DON) and Navy International Programs Office (Navy IPO) policy and procedures regarding foreign disclosure and technology.
You will transfer and conduct other Technology Security and Foreign Disclosure-related activities as necessary to support the implementation of security cooperation and international armaments cooperation efforts.
You will analyze, coordinate, and recommend solutions, proposals, and revisions to DoD, DON, and Navy IPO initiatives and policies for assigned programs.
You will manage multiple tasks and prioritize workload to meet established deadlines.
You will represent the organization at meetings and briefings regarding assigned programs and projects.
You will develop and coordinate issue papers, correspondence, and other written materials for high- level officials, both internal and external to the organization.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band (NH-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing DOD and DON policies and procedures governing the disclosure of classified military information and the transfer of defense articles and services to foreign governments and international organizations.
Experience with DOD and DON acquisition and contracting laws, policies, and procedures.
Experience utilizing various DON systems and cognizant organizations.
Experience working with International Affairs in relation to security cooperation.
Experience working with policies such as Congressional, OSD, and Navy policies with regard to sales, leases, grants, and weapons transfer initiatives.
Experience applying Export Administrative Act (EAA) and Arms Export Control (AECA) as well as implementing regulations to include Export Administration Regulations and International Traffic in Arms Regulations.
