You will serve as an IT SPECIALIST (INFOSEC) in the Spectrum Warfare Department, Information Technology & Cyber Security Division, Cyber Security Assurance & Compliance Branch (CL) of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will develop and maintain a information system-level cybersecurity program that identifies IT architecture, cybersecurity/IT requirements, cybersecurity/IT objectives and policies, and cybersecurity processes and procedures. You will maintain a repository for all cybersecurity Assessment and Authorization documentation and modifications within their assigned organization. You will ensure organizational information systems are operated, used, maintained, and disposed of in accordance with security policies and practices. You will draft and implement cybersecurity standard operating procedures (SOPs) for the organization.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 722, proficiency level Intermediate. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

(DS-05): Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring that all Privileged Users receive the necessary technical and cybersecurity training, education, and certification to carry out their cybersecurity/IT duties Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating with diverse audiences to ensure the proper implementation of command cybersecurity policies, regulations, policies, and procedures. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving issues related to organizational network, site, system, or application information systems. In addition to my experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Leading a team to perform cybersecurity risk assessments and physical security assessments for an organization; 2) Utilizing IT software and hardware tracking tools (i.e., DADMS, NAV-ITAS), and knowledge of the assessment and authorization management systems (i.e., eMASS); 3) Performing cybersecurity support for an acquisition program/laboratory; 4) Advising on cybersecurity processes and policies, Risk Management Framework (RMF), and authorization documentation requirements. Education

(DS-04):

Successfully completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

Successfully completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
