This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Durham VA Medical Center (VAMC) in Durham, NC within the VA Community Care (VACC/CITC) Service. This position reports directly to the Deputy Chief of the VACC Service, serves as senior coordinator to the VACC Service Deputy Chief directing and coordinating the administrative, operational, and planning activities within the service.

Duties

The following duties include, but are not limited to: Incumbent is responsible for providing various administrative services; carrying out a variety of analysis functions related to V ACC and serving as the focal point and resource person responsible for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for the VACC. Incumbent participates in meetings at various organizational levels to include within the V ACC department, the Durham VA Medical Center, VISN, regional and national offices of Community Care and provides feedback, follow up and summaries of meetings to Service Chief when necessary. Coordinates activities, performs analytical trending and evaluative work associated with V ACC such as consults, authorizations, payments, scheduling, VSSC, Community Care contract. The incumbent is a primary resource for collecting, compiling, and/or tracking projects related to CITC, such as: consults, authorizations, payments, scheduling, VSSC, TPA, contract, and the preparation and resolution of in-depth research related to problems occurring within the CITC Service. Identifies areas of concern independently, because of thorough analyses, and presents these to management with recommendations for resolution. The decisions regarding data sources, methodologies of data collection, techniques of analysis, display of findings, conclusions, and recommendations are generally left to the discretion of the incumbent. Administers space and equipment programs. Establishes HR/Equipment/Space Policy for the unique and/or complex Service Line. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent has the authority to plan for revised space assignments to investigators and to reallocate space to meet these demands. The incumbent reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. Provides advice regarding composition of correspondence and furnishes information regarding Medical Center procedures, directives, and policies to services and programs that function under the supervision of the Service. Maintains confidentiality of all office matters and executes discretion in the release of all information. Generates required reports for the Chief of Staff and other offices, which include: fiscal reports, accountability reports, staffing reports, reports to accrediting bodies, etc. This involves the collection, review, analysis, summary, and preparation of final reports in tabular and/or graphic format. Incumbent manages and coordinates all administrative aspects of the Service. Responsible for developing both long and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable. Provides formularized planning direction, and responsible for the development and implementation of policies and procedures for the Service. The incumbent recognizes the need for new policies and brings such policies to the attention of the Chief. The policies and procedures dealt with are for all the various aspects of the Service Line including budget and fiscal management; supply service and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Serves as the alternate for the V ACC ADP AC, which provides/coordinates training and guidance in implementation of the applicable VISTA and other computer systems. Responsible for developing and maintaining computerized information and for providing outputs and interpretation to appropriate staff Coordinates and provides training support to clerical and to program staff as related to above programs. Assists with the development of improved automated and computerized managerial reports and reporting techniques. This can involve single or multiple variables and may be related to areas of physician productivity, historical performance reviews, improving work flow procedures, etc. Creates and produces computerized reports to support the functions of the Service and the needs of the facility. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Administrative Officer at the full performance level (GS-11), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the Federal service. Specialized experience is experience such as reviewing financial reports and resolving discrepancies with the appropriate accounting office. Managing budget formulation and execution for a changing budget of educational and administrative expenses involving different funding sources. Prepare, justify, and/or administer the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Participate in the planning for budgeting needs and financial management for the Education Service. Manage the personnel management program for the organization, performance, and oversight of the full range of human resources requirements. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR, Education: Applicants must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to position, that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.
