This position is located in Environmental Management Service (EMS), Durham VA Medical Center, Durham, North Carolina. The primary purpose of the position is to serve as the focal point and resource person responsible for providing administrative leadership and coordination for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations, and programs for the service.

Duties

Management Review Programs: Responsible for coordination of the Service Quality Management and Occupational Safety and Health Programs, which include VISN and Joint Commission requirements to provide a broad data base for management decisions, including administration of programs and evaluation of effectiveness. Incumbent is fully aware of quality assurance aspects and assembles and monitors current required materials to assist the Chief in satisfying requirements. Analysis of Staffing Requirements, Workload Recording, and Reports: Incumbent requests information and feedback on a timely basis from subspecialty areas, staff, technicians, and other medical center areas in sufficient lead time for reviewing, compiling, correcting, and preparing for required signatures for numerous recurring and nonrecurring reports and reviews (Joint Commission, VHA Training, annual report, etc.), and special administrative requests from Medical Center and VISN administration. Fiscal Management/Equipment Accountability/Space Utilization: Incumbent coordinates the control points assigned to the Service and, in conjunction with the EMS Chief, develops annual budget input/requests. Assembles and compiles budget information and maintains running account of funds allocated and expended. Incumbent is responsible for overall management of property assigned to the Service and ensures that all necessary equipment is included in the preventive maintenance program. Management of Human Resources: Provides guidance to the EMS Chief and supervisors in labor relations, position management, performance management/evaluations, disciplinary actions, and awards programs. Coordinates and participates in disciplinary actions and responds to appeals and grievances This may involve working with Regional Counsel, special counsels, EEO investigators, and others in resolving personnel problems and taking personnel actions. Management Committee Responsibilities: May attend meetings as alternate/designee for Service Chief to provide continuity and obtains information provided to ensure a smooth operation of the Service and provides feedback. Conducts Service level meetings when needed. Contributes to overall VAMC management by participating as team member with other staff on special task forces, conducting special studies, and/or providing leadership in national and local fund drives such as Combined Federal Campaign, Savings Bond Program, etc. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions including budget, fiscal, space planning, property management, supply administration, administrative management, and human resources/personnel management. Providing support and planning to a large Service Line. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements. (Transcripts Required) The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. . You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
