Serves as the Administrative Officer for Quality and Patient Safety (QPS) Service. This position is located at the Durham VAMC and has primary administrative responsibility for ensuring efficient day-to-day operations of the Service. Day-to-day operational responsibilities include 1) budget administration and contract management, 2) administrative support and analysis, 3) training and education and 4) supervises administrative support staff.

Duties

Major duties of this position include, but are not limited to: Budget Administration and Contract Management Responsible for forecasting, formulation, and final execution of the Quality Management Service budget. Evaluates various work distribution alternatives as a means of reducing budget/overtime requirements. Maintains a system of internal control, which will assure the appropriate fiscal management of VA appropriated funds. Oversees annual budget planning and implementation. Makes budget projections and analysis for future projects and fiscal years. Prepares and or reviews budget reports for VISN leadership, VA Central Office (VACO), and other auditing agencies/authorities. Manages all finance control points. Develops and monitors a system of internal controls to ensure that established VA guidelines are followed as they relate to vendor selection, the ordering process, and tracking of purchases and retention of records related to purchasing. Creates and maintains records on personnel salaries for budgetary purposes. Serves as the principal management resource to individual clinical and administrative Service Chief in all matters related to Quality Management. Administrative Support and Analysis Provides the Chief, Deputy Chief/NM of QPS with full information and specific recommendations concerning administrative aspects of managing QPS within DVAHCS. Such recommendations will require a thorough analysis of problematic situations, clear understanding of local and VHA guidelines that may apply and recommendations. Serves as a Subject Matter Expert (SME) within Quality and Patient Safety and is expected to lead transformative quality, safety, effectiveness and efficiency improvement efforts, act as the project manager, conduct system/process reviews and organizational analyses, provide consultative guidance to management and leadership, and develop collaborative relationships throughout the healthcare system and beyond. Major duties and responsibility include: Leading and managing complex and far-reaching quality performance improvement, safety initiatives using LEAN, HRO, and Change Management principles. Providing support on identifying appropriate process measures and monitors for quality performance improvement, and safety based on LEAN, HRO, and Change Management tools and principles. Developing and managing collaborative relationships and funding mechanisms to support and foster the healthcare system process improvements, strategic plans, and surveys/inspections/site visits readiness efforts. Serves as timecard approving official, responsible for keeping employees' time and keeping master schedule updated. Serves as a Customer Service coordinator in managing/analyzing/presenting issues/concerns to QPS and for QPS. Training and Education Participates in the training and education of QPS staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met. Duties specific to this task include: Reviews the effectiveness of internal training and communications by meeting with employees and assists in providing for continued training of and improved communications with staff of the various areas of QPS. Supervision Assists with supervision of the program support assistant (PSA). The incumbent is responsible for work assignments, determining priorities, leave approval, counseling/disciplinary actions, and training needs. Incumbent will also cover PSA duties when PSA is on leave. Performs/delegates other related duties as assigned by the Chief, Deputy Chief/NM of QPS. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions including budget, fiscal, space planning, property management, supply administration, administrative management, and human resources/personnel management. Providing support and planning to a large Service Line. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements. (Transcripts Required) The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. . Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel to DVAHCS CBOCs and HCC. This is not a remote or telework position (ad hoc telework may be approved during inclement weather with approved agreement). The incumbent may be required to travel by VA and commercial modes of transportation to a variety of domestic locations for meetings and conferences. Exposure t o a variety of conditions typical of such travel is normal.
