This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Program Analyst, you will be primarily focused on the federal career and talent management segment of the Career Management & Education Program for the Department of Energy, National Energy Technology Laboratory.

Qualifications
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, (GS-11) in the Federal service. Specialized experience for this position is defined as:
1.Assisting with gathering data for evaluation of business operations, such as workforce and staff planning, talent acquisition and recruiting, workforce competency tracking, and oversight of related administrative functions; AND
2.Performing human capital analyses of complex data sets using quantitative and qualitive methodologies to develop, plan, and implement strategic human capital planning, talent and recruitment strategies, training, and performance management, including the evaluation of policy, processes and systems.
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, (GS-12) in the Federal service. Specialized experience for this position is defined as:
1. Evaluating business operations which include performance management, talent acquisition and recruiting, workforce competency tracking, and oversight of related data review functions;
2. Assessing and evaluating program performance metrics and initiatives, monitoring use of current and anticipated resource allocations and researching workforce policies and procedures providing guidance to managers with strategies to identify, attract, and retain talented employees; AND
3. Performing root cause analyses of complex data sets using quantitative and qualitive methodologies to identify issues and trends impacting organizational effectiveness and communicating complex information and findings in writing and verbally.
