Duties
The duties, described below, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Conducts management studies related to a broad spectrum of DCMO issues which interface with other functional areas to include military pay, civilian pay, human resources, accounting, and disbursing.
Provides recommendations for assessing operational health of the Customer Care Center (measuring, analysis, and reporting of statistics).
Receives and analyzes operational reports and identifies areas where corrective action is needed.
Prepares reports, writes segments of complex reports which present findings and cite applicable regulations.
Provides technical advice and assistance to management and program officials in areas of broad scope and mission impact where potentially controversial recommendations are made to resolve highly complex problems.
The incumbent reviews and analyzes Debt and Claims work methods/operations to identify problems, isolate weaknesses, recommend process improvements, and provide reliable information for management action.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying for the GS-11; GS-11 if applying for the GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 specialized experience is defined as: researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.
GS-12 specialized experience is defined as: analyzing financial and accounting operations to recommend process improvements; applying applicable laws, regulations, policies and procedures to resolve a wide range of complex issues relating to debt and claims operations; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
