This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Salary Ranges are the following unless statutory/regulatory rates prevail.
For the Redstone Arsenal, AL Location: $90,431 to $139,798 (includes 21.48% locality)
For the Schriever AFB, CO Location: $89,128 to $137,784 (includes 19.73% locality)
Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a specialist in cybersecurity and security concepts, standards, and methods.
As a IT Specialist (Security) at the NH-2210-3 broadband level some of your typical work assignments may include:
Assist the ISSM in managing cybersecurity program and personnel within assigned portfolio.
Implement Risk Management Framework (RMF) and develop all necessary artifacts (System Security Planning, System Categorization, System Security Plan (SSP), Plan of Action & Milestone (POA&M) and Cyber scorecard) on key components of the Missile Defense Agency Enterprise Networks.
Ensure the Cybersecurity, Resiliency, Survivability, Confidentiality, Integrity, and Availability (CIA) of systems, networks and data, IAW DoD Instructions 8500.01 and 8510.01 and other applicable OMB, DoD, CNSS, NIST and Agency publications.
Advise the Program Manager and key stakeholders as required on emerging Cybersecurity (CS) risk posture and status and emerging technology (e.g., Cloud, Virtualization, Agile, and DevSecOps) as well as changes to the Risk Management program requirements.
Assists with Local Control Center (LCC/Tier III) activities and collaborate with the MDA (Tier II) CyberSecurity Service Provider (CSSP) to monitor systems for threats and vulnerabilities.
Monitor the Cyber Tasking Order (CTO) program and coordinate with system and network administrators on CTO requirements and reporting to include incident response with MDA Computer Emergency Response Team (CERT).

- Must be able to obtain/maintain a Top Secret/Sensitive Compartmented Investigation (TS/SCI) clearance.
- This is an acquisition position coded Practitioner in Engineering and Technical Management. Must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
- Must acquire 80 Continuous Learning Points every 24 months.
- Must have baseline certification for Information Assurance Workforce/Cybersecurity Level III in the Management Category or obtain certification within 6 months of entering into this position.
Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Prepare and review Risk Management Framework (RMF) documentation and controls to make recommendations for improvements to DoD accreditation/authorization process documentation.
Apply Cybersecurity principles, practices, methods, and techniques.
Analyze operations in order to provide timely, relevant situational awareness of potential threats, attacks, and network status by using one of the following: network monitoring, intrusion detection, response, or mitigation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
