This position is located in the Service Center Operations Directorate Headquarters. As an Management and Program Analyst, you will provide a comprehensive range of in-depth analysis, evaluation, drafting, and editing of varied communications, policies, and information generated within the directorate.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Provide advice and guidance on an array of complex, sensitive and critical issues essential to advance the directorates mission. Develop and deliver oral and written briefings, talking papers, communications, and other publications for senior leadership to address complex issues that may impact decisions. Prepare documents and reports and organize data for presentations. Conduct extensive research and analysis on administrative projects to gather and analyze relevant data, develop options, make recommendations, and provide comprehensive reports. Prepares Standard Operating Procedures, Annual Reports, Annual Operating Plans, Communication Materials, Policies and other correspondence.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/29/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/29/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Preparing and composing written communication products, policies, and reports; Drafting and editing presentations, communications, policies, and newsletters in order to produce well-written materials that are appropriate for the intended audiences. Researching and gathering information from a wide range of sources, organizational policies and programs or politically sensitive matters to ensure accuracy of communications; GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Planning and conducting analytical special studies, individually or with teams members, task forces, or in working groups; Managing special projects by preparing analysis with use of charts, diagrams, slides, and other visual material for use in the communication of information; Collecting relevant information from varied sources to devise new techniques to evaluate new findings and make sound recommendations; Developing and drafting policy, regulations, standard operating procedures, agency guidance, and other written materials. Providing advice and guidance on an array of complex, sensitive and critical issues.
