Duties

The duties listed are at the highest grade level advertised GS07. As part of assigned cases, researches court and other legal records, extracts and prepares real estate ownership data, land status, water rights, and reviews realty instruments to ensure that all requirements are met. Becomes proficient with agency policies and regulations associated with lands activities. In a developmental capacity, accompanies higher-grade specialists in contacts with land owners, assembles routine lands activities, and completes such transactions in accordance with clear-cut guidelines and procedures. Accompanies and assists higher-grade realty specialists and appraisers in conducting due diligence for land projects, including appraisals. Inspects the property involved, assembles comparable sales information and other real estate market data, and verifies the terms of proposed real estate transactions.

Requirements

  • Must be a U.S. Citizen or National at the time of non-competitive conversion to a term or permanent position in the competitive service.

Qualification Requirements for the GS-05: Applicants must have three years of progressively responsible experience, 1 year of which was equivalent to at least the GS-4 grade level; OR a bachelor's degree or 4 years of successfully completed education above high school leading to a bachelor's degree; OR appropriate combinations of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized Experience Requirement: For GS05: Examples of Specialized Experience to qualify at the GS-5 level include meeting two or more of the following: Experience that may have been gained in administrative, professional, technical, investigative, or other responsible work and demonstrated the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Basic Qualification Requirements for the GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level; OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of Specialized Experience to qualify at the GS-7 level include meeting two or more of the following: Assisting in activities such as planning, preparation, and maintenance of a unit budget; recommending transfer of funds between object class and functional accounts under the same appropriation or between appropriations; and/or assisting and participating in the development and planning of the unit's budget, including the use of an automated system to accomplish these tasks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please note that Superior Academic Achievement can only be applied if you have graduated or completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. TIME IN GRADE REQUIREMENT GS-07 ONLY: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

Education completed in foreign colleges and universities may be used if it has been accredited or evaluated by an organization recognized by the U.S. Department of Education. There are private organizations that specialize in this evaluation and a fee is normally associated with this service.
