This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Analyst position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors, supporting Project Manager, Position Nav & Timing (PNT) at Office of the Project Manager, located at Aberdeen Proving Ground, MD.
Duties
Provide oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
Conduct financial analysis to identify and resolve potential funding shortfalls and ensure compliance with programmatic guidance.
Provides independent program assessments that serve as the basis for major milestone decisions.
Identifies resources required to support varied levels of program operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business Financial Management Cost Estimating within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
- One-year probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience for NH-02 grade level: Three years progressively responsible experience, 1 year of which was equivalent to at least the NH-01/ GS-04 grade level, which includes:1) assisting with projects for a portion of the organization's budget; 2) providing advisory services to management officials regarding complex programs relating to established work operations; 3) Conducting informational briefings to organization leadership regarding programmatic reports. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04).

Education: Four-year course of study leading to a bachelor's degree (you MUST attach a copy of your transcripts).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120.
