Duties
The Senior Level (SL) system is for positions classified above GS-15 that do not meet the criteria for the Senior Executive Service (SES), nor do they involve the fundamental research and development responsibilities that are characteristic of the Scientific or Professional (ST) system.
This Senior Level (SL) position is with the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), Office of the Chief Operating Officer (OCOO), Office of the Director (OD), Atlanta, Georgia.
As a Senior Advisor, you will:
serve as senior official responsible for improving business services, practices, and systems through effective and efficient strategic thinking, critical analysis, resource management, change leadership, and policy development.
provide expert advice to senior leadership in planning, directing, and measuring the effectiveness of managing business activities and operations in order to improve business services.
provide expert advice and consultation to senior leadership officials with developing strategic plans, policies, and procedures on management issues and making broad policy and operational decisions affecting program activities.
provide advice and technical guidance and recommendations to senior leadership officials on the investigation, processing, and settlement of claims.
serve as the point-of-contact to other management officials in the exchange of facts and information about the organization's operations that have wide impact and that affect the success of its management initiatives.
serve as the CDC settlement official for Equal Employment Opportunities (EEO) grievances and other cases.
develop and maintain effective working relationships with CDC/ATSDR's senior management officials, external stakeholders, partners, and customers to foster partnerships.
Qualifications
As a requirement for SL, applicants must provide evidence of progressively responsible senior experience that is indicative of senior level management capability and directly related to the skills and abilities listed in the assessment questionnaire. To meet the qualification requirements for this position, your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.
SPECIALIZED EXPERIENCE
Applicants must have at least one year of specialized experience at a level related to the work of this position that has provided candidates with the particular knowledge, skills, and abilities (KSAs) and professional technical qualifications (PTQs) to successfully perform the duties of the position to include serving as a principal management advisor and consultant to executive management officials for strategic program planning, implementation, and evaluations for arbitration and settlement cases, and business services, operations, and policies for a large organization..
Your qualifications will be evaluated on the following KSAs, PTQs and other characteristics. A narrative response is not required separately for the qualification statements but your resume should contain sufficient information to demonstrate your level of experience and qualifications for the position.
1. Knowledge of pertinent Equal Employment Opportunity (EEO) laws, rules, and regulations regarding settlements and other cases.
2. Demonstrated senior level experience in planning, directing, and managing business activities and operations to improve business services for a large federal organization.
3. Demonstrated senior level experience with developing and implementing organizational policies, procedures, and guidelines, including but not limited to the settlement of claims.
4. Ability to communicate in writing.
5. Ability to communicate orally.
