Serves as the Administrative Officer (AO) for the Emergency Medicine Service, and directs and coordinates the administrative, operational, and planning activities within the service. The Administrative Officer position is responsible for the administrative management of Emergency Medicine Service with final authority resting with the Chief, Emergency Medicine Service.

Duties

Review outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations. Maintain confidentiality of all office matters and executes discretion in the release of all information. Administer the internal review, quality and productivity initiatives for Emergency Medicine Service. Manage all personnel actions within the Service authorizing to initiate, coordinate, and approve all personnel actions and prepares Human Resources documents. Compose and review all position descriptions and the performance standards within the service for compliance with VA standards. Perform trend analyses and reports to proper medical center reporting mechanism. Develop the need for and maintains an awareness of available resources. Develop monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Certify reconciled payment charges in Integrated Fund Distribution, Control Point Activity, Accounting and Procurement (IFCAP) within 14 days of cardholders reconciliation. Manage procurement and contracting for Emergency Medicine Service. Approve leave requests of staff in accordance with policies and procedures of the VA System. Discuses, investigate and respond to employee grievances and dissatisfactions in order to resolve conflicts. Work Schedule: Monday-Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports for briefings; coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; providing advice and assistance to managers and staff concerning personnel processes and procedures; and coordinating with management to control purchasing and use of supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate-level education (beyond the first year). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
