This position serves as the Administrative Officer (AO) for Radiology Service Orlando VA Medical Center. The AO maintains administrative relationships with other Medical Center Clinical and Administrative services, as well as interactions with hospital leadership, nurse service, human resources, medical supply, fiscal, computer, information security officer, engineering service and other support services.
Duties
The AO will generally be regarded as the "authority" for his/her program activities and can usually be relied upon to give accurate interpretation of VA requirements/regulations and other standards or codes pertaining to their programs. The duties of the AO require administrative expertise, experience, solid computer skills data analysis and communications skills. The AO is responsible for the following duties but are not limited to:
Compiles information, analyze trends in data and prepare reports
Identifies and investigates problem areas within the service and provide instruction and assistant to solve such problems
Assists the Chief in assessing and projecting future space, staffing, and equipment needs
Prepares and presents justification to management to procure, transfer, or increase allocated funds as needed to meet service needs
Forecasts, then prepares the annual budget based on historical data, patient volume trends, new initiatives, usage, and future program requirements
Controls, coordinates, and monitors acquisition/procumbent of supplies, services, and equipment for the service
Prioritizes work and assigns to appropriate staff and monitors accuracy and timeliness of work as well as qualify of job performance
Sets productivity standards for all administrative staff and reports clinical productivity to Chief to ensure clinician are meeting targets
Assists in review, assessment, interview, and selection of individuals to fill all vacancies in the service
Adjusts plans and schedules to accommodate changes, whether they are related to urgent tasks, shifting organization priorities, or unexpected challenges
Adapts to and efficiently manages a diverse workload
Supports team through organizational changes while maintaining productivity and effectiveness
Note: First time supervisors in the federal government must serve a 1-year probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Work Schedule: Monday-Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience managing clinical services and ensuring clinical practice guidelines and management of inter-related processes. Implementing and managing budgetary policies, processes/procedures, developing "process improvement/quality improvement" strategies. Experience providing written and oral communication to prepare and present findings and making recommendations, implementing HR policies/procedures (i.e., classification, recruitment, performance standards, performance appraisals, leave administration and employee relations).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The The work is relatively sedentary in nature. This requires moderate long periods of office work and focused concentration, punctuated by common interrupts by meetings/employee and supervisor interactions. The incumbent is expected to move about all divisions/sections of the department intermittently through the workday to assist employees at their work stations, detect and repair operations/systems breakdowns, and attend meetings.
