The Administrative Officer provides support to the Chief and Assistant Chief, Health Administration Service (HAS) in the management of the administrative programs within the Service. The Officer serves as Administrator for the Service's Performance Improvement Unit, performing supervisory duties over assigned staff, and as a technical specialist/advisor performing a variety of studies and analysis to improve productivity, efficiency, patient satisfaction, and access to care.
Duties
Participates in the development and evaluation of new functions, analysis of existing procedures, and establishment of criteria and guidelines to resolve delivery problems to ensure that quality assurance measures are met in accordance with JCAHO regulations.
Communicates information to management for effective evaluation of program operations and milestones.
Develops policies or standard operating procedures which impact personnel, supplies, equipment, and other resources.
Acts on own initiative in conducting studies, resolving problems, analyzing workload trends, etc.
Requires daily performance of the professional and technical aspects of duties and in necessary contacts with all levels of management and staff.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc.
Attends top-level management presentations and briefings.
Provides administrative management to all sections of the service.
Connects with professional and non-professional employees of all services of OV AMC on a day-to-day basis.
Plans work, refining methods and techniques used, and making decisions and recommendations based on the interpretation of considerable data.
Participates in projects and studies that require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Creates analytical, evaluative, developmental or advisory work, which is directed toward implementing, revising or eliminating policies, practices, methods, procedures and/or organizational structures within the service and medical center.
Manages staff assigned to the Service's Performance Improvement Unit.
Collects data and analyzes, extracts, summarizes, and identifies significant trends and issues.
Independently plans and carries out studies, projects, and programs, meeting deadlines that affect Health Administration Service activities.
Manages assigned staff.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and developing status reports or response materials; Developing policies or standard operating procedures, and making decisions and recommendations based on the interpretation of data; Performing daily professional and technical duties; Conducting studies, resolving problems, analyzing workload trends; Collaborating with all levels of management and staff; Providing administrative management; Managing assigned staff.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
