The incumbent functions as one of two Administrative Officer for the highly complex Nursing Services within the Orlando VA Healthcare System (OVAHCS) and reports to the assigned Deputy Associate Director for Patient Care Services in which they reside. The incumbent performs a variety of administrative duties in a constantly evolving, complex and diverse healthcare system. OVAHCS was officially established in October 2006 and activated the new hospital at Lake Nona's Medical City in 2016.
Duties
Duties include, but are not limited to:
Functioning as the business manager for their Service and primary leader of the Administrative Sections of the Service.
Conducts studies and leads special projects for the Service.
Plans studies, prepares programs and organizational strategies for identifying opportunities to improve access and efficiency related to Service operations as well as foresight for future growth and expansion of Service operations.
Facilitates development of creative and innovative quality business practices.
Develops management initiatives, policymaking, and planning and management decisions which impact overall operations of OVAHCS. Analyzes program-specific data; compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting actions and/or reaching established goals.
Responsible for providing the administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and corrective action of many applicable administrative functions, activities, operations, and programs for organization-wide projects; and providing similar expertise for VISN and VA wide projects as deemed appropriate.
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses and is responsible for implementing and maintaining several contractual agreements that provide service to Veterans and the Service.
Monitors resource utilization, prioritize needs, effecting changes in view of available resources. Prepares annual budget requests and must have knowledge in the development and management of budgets.
Responsible for analyzing workload and costs and reviewing overall resource utilization using sound fiscal judgment.
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
Oversight of recruitment of positions with the Service, exercises HR administrative tasks in support of the Service, and acts as a liaison to HR teams and carries out all correspondence related to HR needs, helping to facilitate the recruitment process through establishing the candidate's Entrance on Duty (EOD) date for Service and Section positions.
Other Duties as assigned - The incumbent will take on collateral duties as assigned by the Service Chief to meet the goals and objectives specific to the Service.
Work Schedule: 8:00am-4:30pm Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Demonstrates mastery of interpersonal interaction, encourages diversity, develops collaborative relationships, and contributes to a culture of civility and trust. 2) Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 3) Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. 4) Knowledge of the principles of organizational development and change management theories, and their applications. 5) Written Communication.
Preferred Experience:
Administrative Officer experience is highly preferred.

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or equipment. No special physical demands are required to perform the work.
