You will serve as a MANAGMENT ANALYST in the Shore Manpower Requirements Department (Code 70) of NAVY MANPOWER ANALYSIS CENTER.

Duties

You will analyze operations to determine time, manpower, or other resource requirements. You will identify methods to assess workload or manpower requirements to optimize manpower utilization. You will extract data used in assessing and improving manpower or service delivery programs. You will recommend solutions that promote the effective use of available manpower resources.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing Shore Manpower Requirements Determination (SMRD) studies, including Planning, Data Gathering, Data Analysis, Computation, Assessment, and Implementation. 2) Establishing an authorizations baseline to compare the results of the study's Statement of Manpower Requirements (SMR), generating the manpower impacts. 3) Examining the organization for efficiency improvements and optimal organizational structure. Including the ability to design and conduct management surveys, identify workload indicators, research projects and/or studies and provides advisory services of a wide variety of substantive issues, with extensive scope and impact throughout a complex organization(s) with interrelated processes and functions. Collects, reviews, evaluates, and interprets data. 4) Producing reports that detail the results of analytical studies.
