This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Housing Division, Directorate of Public Works, Fort Stewart, GA.
Duties
Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
Maintains/monitors enterprise Military Housing (eMH) database.
Develops overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
Analyzes and assesses data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service, and Basic Allowance for Housing (BAH) annual surveys.
Performs or directs periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts.
Advises chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Temporary Duty Travel of 5% may be required.
- Must be able to obtain and maintain a valid State driver's license.
- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
- Financial Disclosure OGE 0450 is required at time of appointment and annually thereafter.
- Position may require after hours call-back for emergencies.
- A pre-employment drug test and subsequent random drug testing is required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes administering housing management programs, providing oversight of day-to-day housing operations; providing oversight of housing programs budgeting, preparing housing studies and reports, and performing housing inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
