Duties

Assist the supervisor, in developing overall installation plans and procedures and development of short and long range barracks sustainment, restoration, modernization, or replacement projects. Gather and compile data for a variety of reports pertinent to availability of housing, quarterly data on customer service, and Basic Allowance for Housing (BAH) surveys. Schedule and perform various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral. Plan and budget for maintenance, repair and distribution of family and bachelor housing furniture including furniture for troop billets. Investigate and mediate rental complaints by and/or between landlords and tenants involving such issues as unpaid/overdue rent or security deposits, condition of the rental unit, damages, lack of repairs, and lease breaking. Monitor and assess the property management and maintenance operations of Residential Communities Initiative (RCI) and ancillary facilities for appropriate quality and performance levels. Research, interpret, and analyze legal and lease transaction documents to ensure compliance. Provide occupancy data for required reports prepared for the garrison commander and higher headquarters. Sign new residents into quarters and completes associated reports and documents to finalize this process.

Specialized Experience: One year of specialized experience which includes 1) Conducting joint tenant/management inspections of living quarters to evaluate habitability; 2) Scheduling and/or coordinating the maintenance, repair or other work required to fix living quarters; 3) Participating in the resolution of a variety of housing problems by completing tasks such as assembling facts, evaluating information, or drafting housing reports for use by higher level housing staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: housing management, management, real estate, property management, asset management, facilities management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages .
