About the Position: Serves as the Residential Communities Initiative (RCI) Manager at a large or medium multi-mission installation within the Installation Management Command (IMCOM). Utilizes knowledge of housing, barracks facilities, asset management and residential development, to engage in the planning, design, revitalization, financing, and improvement of housing, barracks and related facilities for the purpose of managing these facilities.
Duties
Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army.
Interfaces with the Regional and Department of the Army level RCI Program Manager and Portfolio and Asset Management staff on major decisions, reporting requirements, senior official briefings, and site visits.
Develops overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
Analyzes and assesses data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service.
Develop overall housing management plans for non-privatized housing functions at the installation, including barracks management, contract management, budgeting, facilities management, housing services office, and furnishings management.
Manages data and information in support to the RCI Program Office Program Manager at the Office of the Assistant Secretary of the Army for Installations and Environment (OASAIE-RCI) for Congressional and Federal issues.
Advises chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings.
Serves as the chief liaison between the Partnership/ LLC and Garrison Command Staff and managers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- his position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes assisting in the development of housing and barracks management plans for an installation; providing oversight of development of scopes of contractor work; preparing specifications for complex contracts dealing with maintenance and/or housing projects; and creating long-range work plans to justify contract/management support of various housing projects, such as centralized barracks management, Housing Services Office, privatized housing oversight and community development plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
