You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the Security Division of NAVSURFWARCENDLD. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).

Duties

You will serve as a senior expert to the Command on matters relating to the SCI security management functions at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) to accomplish agency SCI security goals and objectives. You will plan, direct, and execute SCI security operations to include the oversight of the personnel, information, physical, Emergency Management, OPSEC, Special Security Office, and industrial security programs. You will provide extensive analysis and forecasting and develop and manage programs to protect NSWCDD's critical technologies and intellectual property. You will maintain liaison with top officials of security and intelligence organizations. You will represent Command at Navy, DoD and interagency meetings, working groups and decision-making conferences while participating on various site and division committees and working groups. You will be designated as Mission Essential to support mission or recovery activities after a major emergency. You will serve as an Assessable Unit (AU) Supervisor in accordance with his/her designation, as appropriate, implementing management controls and actions to provide reasonable assurance that programs and functions meet mission objectives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, directing, or executing security operations to oversee and implement security management functions (e.g. analyzing and forecasting to protect critical technologies, liaising with security organizations, emergency response activities, etc.) in order to ensure readiness for mission-critical activities.
