You will serve as a Management Analyst in the Manpower and Personnel Division, N1 of COMMANDER UNDERSEA SURVEILLANCE.

Duties

You will manage Total Force Manpower and Civilian Personnel for Commander, Undersea Surveillance and subordinate activities in response to changes in operational/staffing requirements. You will work closely with direct reporting activities to manage subordinate activity manpower requirements. You will maintain accuracy of activity information in relevant Navy and human resources systems. You will assist in acquiring and developing a high quality civilian workforce by designing and executing a human capital strategy in accordance with merit principles and OPM's standards for success. You will determine the root cause of delays or re-work based on analysis of trends, develop recommended solutions based on sound civilian human resources principles. You will develop meeting agendas based on stakeholder input and analysis of various databases, review for completeness and accuracy, identify tasks and communicate to responsible parties, and take follow on actions as required to effect decisions. You will track all civilian personnel actions such as hiring, classification, tour extensions and awards in order to identify roadblocks to timeliness and other potential inefficiencies. You will serve as the primary point of contact for civilian personnel services involving position management, staffing, placement, and classification.   • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector analyzing civilian personnel management principles, practices, laws and regulations for recommending improvements and resolving complex challenges to ensure the effectiveness and efficiency of program operations.
