Duties
Lead/Technical Expert providing support for Leveraging Technology Robotics Process Automation (RPA), Application by Citizen Developers (ABCD), smart forms, power automation through systems analysis, modification, data management, business processes.
Establishes conditions and requirements for tests, assembles project of functional users, establishes project requirements and timetables, and provides technical advice and assistance in determining the system problem, solutions, and resolution.
Leads Portfolio management by developing reports of impact of changes and coordinates with higher authorities to provide input into policy development, ensure Strategic Goals are met, and ensure consistent and accurate interpretation and application.
Explains to team members the action items, projects and/or program issues under review, problems to be solved, deadlines and time frames for completion.
Coaches and leads the team in accomplishing the work and selecting/applying appropriate problem solving methods/techniques to identify viable solutions, and distributes and balances workload among the team.
Desired experience in DFAS Now administrative duties which consist of creating reports, calculating metrics, and providing data analysis for senior leadership.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Applying financial management methods, practices, and principles in implementing process improvements relative to accounting and financial systems; providing recommendations on appropriate use and implementation of Financial Systems; performing studies on current and future accounting or financial systems; leading projects on financial processes to identify opportunities to modify or automate those systems; reviewing and analyzing new legislation and proposed policy changes to determine impact(s) on financial or accounting systems.
