Duties

Provide supervision and oversight to 3 branches responsible for providing strength management analysis, developing enlisted and officer requirements (requisitions). Managing assignments of officer and enlisted personnel officer and enlisted personnel management (both Regular Army and US Army Reserve (Active Guard and Reserve) to achieve the goals and objectives established by USAREC, TRADOC, Army G1 and HRC. Develop solutions and programs to address emerging issues affecting officer and enlisted personnel manning concerns. This could be changes to internal USAREC programs, changes to TRADOC/Army programs or policy, and/or changes to Army Regulations. Review/prepare/present briefings on mission areas of responsibility to explain policies and programs, and human resource management programs essential to maintaining the officer and enlisted personnel strength for USAREC. Briefings are targeted to provide information/recommendations to USAREC leaders, TRADOC, Army G-1, HRC, and OCAR. Lead a diverse workforce made up of RA/USAR Officers, RA/USAR Warrant Officers, RA/USAR Noncommissioned Officers, and Department of the Army Civilians to support USAREC’s personnel manning and management objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET clearance.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes work in: Directing the organizations operations for the requisition, assignment and utilization of Regular Army and Active Guard/Reserve military personnel; maintain and align the organizations strength posture through distribution planning and forecasting; establishing policy for the selection and training of recruiters, tour lengths, assignment of recruiters and relief of recruiters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: LeadershipManaging Human ResourcesOral CommunicationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
