You will serve as a CONTRACTING SPECIALIST in the Contracting Division (Code 410), Contracting Office (Code 400) of NORFOLK NAVAL SHIPYARD.

Duties

You will generate complete acquisition packages including the performance of requiring element functions where the security of the program precludes their ability to perform this function. You will prepare and issue solicitation, negotiation of terms, conditions, and price. You will perform price and cost analyses, and prepare negotiation positions using technical analysis. You will serve as Negotiation Team Leader and spokesperson for the government during complex contract negotiation that commit a sizable portion of the commands resources. You will perform complex administration required by procurement regulations, management of contract administration services performed by other agencies, execution of required contractual modifications, and oversight of contract performance. You will identify, distribute, and balance workload among employees. You will train team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for administrative or technical training to accomplish team tasks.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with planning development, implementation, and administration of all contractual actions required to support major multi-million dollar programs. Experience developing pre-negotiation strategy and overseeing or conducting pre-award negotiations. Experience directing or performing post-award negotiations involving contract changes or modifications. Experience reviewing and preparing all documentation involved in executing all phases of the acquisition process, such as procurement request documentation, market research documentation, justifications for exception to competition requirements, determinations and finding documents, and price negotiation memoranda/business clearance memoranda. Experience evaluating price or cost data for pre and post award activities involving complex contractual pricing arrangements and incentives. Experience applying contract administration/termination procedures to monitor a group of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
