Vacancies will be filled in the following specialty areas:
Large Business and International Director Treaty and Transfer Price Operations, Advanced Pricing and Mutual Agreements
The following are the duties of this position at the full working level.
Performs or assists in performing operational reviews, prepares or assists in preparing program evaluations and provides guidelines pertaining to the effectiveness of line program operations in meeting established goals and objectives.
Advises on program staffing; recommends changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
Performs other duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:
Experience with applying analytical and evaluative techniques both qualitative and quantitative to projects and studies concerning the efficiency and effectiveness of program operations;
Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures;
Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements;
Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives;
Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate.
OR
EDUCATION: Three (3) full academic years of progressively higher level graduate education in any field of study from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
PH.D or equivalent doctoral degree in any field of study from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
LL.M., if related
OR
A combination of qualifying graduate education and experience equivalent to that described above.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
