Duties

You will serve as a Financial Analyst supporting the DPSS IPT at the Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California. You will provide input to various data call requests. You will be responsible for providing financial management advice and guidance regarding financial regulations, policies, and procedures. You will be assisting with budget development, execution, forecasting, trending, analysis and detailed financial reporting on overhead, direct, and external funding.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR DA-02: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or DA-01 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. FOR DA-03: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, evaluating and interpreting data to provide recommendations, analysis, and generate solutions; 2) Monitoring and communicating budget related requirements and presenting initial budget and execution plans for approval; 3) Working knowledge of financial systems/databases, Business Objects, and the financial formulation and execution processes. Education

The following education may be substituted for specialized experience:

FOR DA-02:
4-year course of study leading to a bachelor's degree

FOR DA-03:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related

Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the DA-02 level requirements.

Graduate Education: Successful completion of a graduate degree in an accredited college or university, meets the DA-03 level requirements. However, such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
