You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in NAVMEDRSCH UNIT SAN ANTONIO. THIS IS A DIRECT HIRE ANNOUNCEMENT.This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will develop proposals concerning alternative methods, sources and timing of financing for command programs. You will have comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures and regulations. You will perform work in any of the phases or systems of budget administration. You will interpret, assess, and project potential impact of new/revised financial guidance from higher authority.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing financial management systems utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. Experience applying financial concepts, policies, and Principles by applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities. Experience managing Human Resources by planning, distributing, coordinating, and monitoring work assignments of others, evaluating work performance, and providing feedback to others on their performance; ensuring that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Experience evaluating and reviewing budget and program issues, financial data and report using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations. Experience applying budgetary policies, precedents, procedures, and regulations. Experience working with administrative and financial management systems.
