You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (CUSTOMER SUPPORT/NETWORK) in the Information Technology Directorate of NCIS . All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will supervise, manage, and provide direction for subordinate, geographically-dispersed IT personnel. You will act as IT liaison between NCIS field offices, NCIS leaders, and NCIS HQ. You will address and resolve IT issues affecting NCIS IT users across approximately nine major NCIS offices. You will use your extensive and diverse technical background to troubleshoot complicated IT system and network issues and coordinate resolutions across multiple teams and organizations. You will provide hands-on technical support to local users. You will analyze, configure, and administer NCIS IT Systems. You will perform computer hardware and software maintenance. You will assess IT efforts at NCIS offices, develop recommendations, and facilitate improvements. You will optimize standardization, primarily through the development, implementation, and enforcement of standard operating procedures. You will provide support for cybersecurity efforts and follow and enforce configuration management processes.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel (25% of the time) from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Travel to NCIS offices throughout the AOR worldwide is required.
  • Prior to appointment the incumbent shall consent to and be subject to a Counterintelligence –Scope (CI) polygraph examination.
  • This is a Cyberspace Workforce position, work role 411-Cust Srv and Tech Support, proficiency level-Advanced and incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DON policies.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensuring that necessary technology, policy, guidance, and support is provided to the Department of Navy and NCIS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include: demonstrating tact and proficiency in negotiations to achieve the desired results. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influencing or persuading other IT professionals, customers and stakeholders to adopt technical points and methods. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: developing new standards, methods, and techniques; evaluating the impact of change, and conceives of solutions to highly complex technical issues. In addition to demonstrating the four competencies above, applicants must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector such as: Experience with lifecycle management, system resource management, budget planning, operational impact assessments, and COMSEC compliance policies; Experience working with the acquisition, implementation, fielding, and sustainment of IT resources; Experience installing, configuring, maintaining, managing and administering IT Systems and networks; Managing a team and coordinating IT Support; Experience providing technical support, expert advice, consultation on and resolution of unusually complex problems associated with the implementation, maintenance and troubleshooting of infrastructure and operational requirements; AND Experience implementing Standard Operation Procedures (SOP), software, and security controls at the appropriate levels of security.
