You will serve as an EVIDENCE CONTROL SPECIALIST in the of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will serve as the central point of contact within the assigned field office on all matters pertaining to the control of evidence pertaining to NCIS criminal investigations.
You will control a wide variety of evidence ranging from Confidential, Secret, and Top Secret documents to large amounts of narcotics/ dangerous drugs, weapons, currency and other items of a high monetary value/high sensitivity, etc.
You will research, analyze, and apply a wide range of regulations, policies, and procedures ranging from receiving to disposing of the various types of evidence material.
You will receive, document, catalog, store, control, maintain, release, and account for all evidentiary items submitted by various NCIS components, afloat and ashore commands, and other non-NCIS components.
You will maintain strict accountability and chain of custody of all seized evidence through evidence custody documents (ECDs) and associated log books/databases.
You will collect data from the databases and prepares various statistical reports for management, as required.
You will submit and track evidence material submitted to the centralized forensic laboratory (i.e., U. S. Army Criminal Investigation Laboratory (USACIL)) and properly package and return submissions with related reports.
You will observe and maintain the security of evidence within the facility and provide courier service related to evidence collection.
You will train NCIS Special Agents and Investigators (military and civilian) on the evidence custody system and evidence facility requirements.
You will testify at court-martials, civil trials, and administrative hearings.

- You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to possess and maintain a current valid United States driver’s license.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
- This position may require travel (25%) from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09-Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience controlling evidentiary material pertaining to criminal investigations in order to receive, process, store, preserve, release, and safeguard the custody of and dispose of evidence;
Experience governing the proper handling and storage of toxic and highly reactive chemicals, hazardous materials and biohazards such as blood, body secretions, chemical agents, narcotics, etc.;
Experience dealing with the public and great customer service;
Experience applying U.S. Postal service laws, rules and regulations when dealing and processing outgoing and incoming mail; and
Experience communicating clearly and effectively articulating, presenting, and promoting verbally and in written form.
GS-07-Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing good customer service, dealing with the public, and speaking clearly in front of a group;
Experience using the computer and learning new programs, using research tools, database applications and spreadsheets;
Experience writing clearly, concisely, organized, and in a convincing manner; and
Experience working with U.S. Postal service laws, rules and regulations, when dealing and processing outgoing and incoming mail.

GS-07 Education: 1 full year of graduate level education

superior academic achievement
