Duties

About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research, Development, and Engineering or RD&E, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters. Incumbent will serve as the Team Leader in the C5ISR HQ Facilities and Property Office with responsibility for the planning, directing, oversight, coordination, and implementation of Army supply, maintenance, and transportation processes for the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance C5ISR Center. Oversees the Center property book, maintenance program, equipment program, and warehouse operations in support of shipping and receiving, space control, and long- and short-term storage plans. Ensures the team acquires and maintains the necessary training and experience in various logistics fields to be able to perform assigned duties along multifunctional lines. Analyzes the logistics business process and identifies opportunities for improvement in day-to-day operations, future planning, and budgets; Suggests processes, procedures, and technology support that will enhance operations and activities. Supports internal and external inspections and staff assistance visits as defined by Army Regulation or higher headquarters policy. Executes corrective actions as necessary. Develops, policies, plans, procedures, and training protocols for all property personnel, Hand Receipt Holders, and equipment coordinators based on data analysis, facts and information, and applicable laws, rules and regulations. Codifies the Center's logistics processes and procedures to be implemented at all C5ISR Center locations. Maintains practical knowledge of computerized systems applications and of equipment techniques, capabilities, and limitations sufficient to assure the proper relationship between functional users and automated data processing systems (i.e., GCSS-Army, Microsoft Office Suite, etc.).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Position may require travel away from the duty station (TDY) up to 25% of the time.
  • Position requires long recurring periods of standing, walking, bending, lifting, and carrying to carry out official duties.
  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Mentoring a team to improve work to meet mission needs more effectively; 2) Development of logistics plans and procedures, progress metrics, and corrective actions to support to internal and external customers, leadership, and partners; 3) Maintaining competency in all necessary and required Army and internal computerized systems such as knowledge of applicable regulations, policies, and laws; and 4) Competency in lifecycle logistics applications of the property book, maintenance program, equipment program, transportation program and warehouse operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DE-02/GS-11). To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to perform the duties of the position.
